CCPs vs process controls: what's the difference for small food manufacturers?

If you've spent any time reading about food safety, you've encountered both terms. Critical Control Points (CCPs) come up in HACCP literature. Process controls appear in FDA's Preventive Controls rule and Canada's Preventive Control Plan framework. They're related concepts, but they're not interchangeable, and treating them as the same thing can leave gaps in how you understand and document your food safety program.

Here's what each term actually means and where they differ.


What is a Critical Control Point (CCP)?

A Critical Control Point is a term from HACCP (Hazard Analysis and Critical Control Points), the food safety management framework developed in the 1960s and still widely referenced today.

In HACCP, a CCP is a specific step in your process where a control measure can be applied to prevent, eliminate, or reduce a food safety hazard to an acceptable level, and where losing control would result in an unacceptable food safety risk. The word "critical" carries real weight: a CCP is not just any control; it's a step where failure directly compromises the safety of the finished product.

Classic examples include:

  • Cooking to a validated internal temperature (kills biological hazards)

  • Acidification to a target pH (inhibits pathogen growth in shelf-stable products)

  • Metal detection before packaging (eliminates physical hazards)

Each CCP in a HACCP plan has defined critical limits, monitoring procedures, corrective actions, verification activities, and recordkeeping requirements. The system is disciplined and precise by design.

What is a process control?

Process control is the term used in FDA's Preventive Controls for Human Food rule (FSMA) and in Canada's SFCR Preventive Control Plan framework. It refers to a control measure applied at a step in your process to address a significant hazard identified in your hazard analysis.

The definition is functionally similar to a CCP. A process control is still a step where you apply a measurable intervention, still requires critical limits and monitoring, and still demands corrective action and documentation when something goes wrong.

The difference is one of scope and framing rather than substance. FSMA Preventive Controls recognizes four types of controls: process controls, allergen controls, sanitation controls, and supply chain controls. A CCP in traditional HACCP covers only what FSMA would call process controls. Allergen cross-contact, environmental pathogen management, and supplier verification sit outside the CCP framework but squarely inside the Preventive Controls model.

Why the distinction matters

If you're operating under FSMA or SFCR and building your food safety program using traditional HACCP language, you risk focusing narrowly on process controls (temperature, pH, water activity) while underweighting allergen controls, sanitation controls, and supply chain verification. These are significant hazard categories that the modern regulatory frameworks explicitly require you to address.

The other practical implication: if a third-party auditor, co-packer, or wholesale buyer asks for your HACCP plan and you're operating under FSMA Preventive Controls or an SFCR PCP, the right answer is that your program is built on a Preventive Controls or PCP framework, which is HACCP-based but broader. That distinction matters in an audit context.

The short version

A CCP is a specific HACCP term for a process step where control is critical to food safety. A process control is the equivalent concept in modern regulatory frameworks, but those frameworks also require you to manage allergen, sanitation, and supply chain hazards that fall outside traditional CCP scope.

If your food safety program is built under SFCR or FSMA, you're working with process controls, not CCPs, even if the underlying logic is the same. And your program is stronger for the broader scope the modern frameworks require.
